Technical Copywriter

I have a 15 page white paper that has been written by an expert, but with really bad grammer and a bad white paper structure. looking for someone that can understand a techincal paper (process for painting navy ships) and re-write it into a proper white paper of about 12 pages… (Budget: $15 – $25 USD, Jobs: Article Rewriting, Article Writing, Copywriting, Ghostwriting, Technical Writing)
